Capt. Navy (ret.) David Shiek (Ph.D.) is the founder and President of GROUP-13. He served for 24 years in the Israeli Navy, most years in the naval command.

 
After completing his military career he specialized in warfare methods against naval terror, especially non-conventional terror and naval strategy. He received his Ph.D. from "King’s College" in London for his study of the Israeli Naval Security Concept (thesis title is: “From Coast Guard to A Strategic Arm” [link to PUBLICATIONS page on site]). He also has experience as senior advisor to the Defense Minister in the late 1990s.
